Where is Sir Barry's priorities?

With everything else going on in the country/world, was it really so important to Barry to increase terrorist rights and make abortion funds more available, that he had to sign executive orders within 48 hours of taking office? That couldn't wait a few weeks while he spent that time on something else a little more inspiring? Maybe he thinks it was just "low hanging fruit" so he went for it. Either way...a bad move.
